** They key skills are experience with Geographic Information Systems(specifically ARCGIS), and Project Leadership experience in a State DOT environment. Local candidates are preferred but they will conduct phone screens for qualified candidates The Wisconsin Department of Transportation (WisDOT) Bureau of Automation Services is looking for a Project Leader to analyze, design and create an implementation plan for a Highway Access Control Management System. The purpose of the Highway Access Control Management System is to provide single source access to information about various types of access control on State Trunk Highways. This would be accomplished through a process change by moving from the current manual process to a new automated system. An electronic map interface would be the instrument for making access control information available. Selecting a specific location should provide the user information on types of control, the project ID, as well as, other information including other spatial reference information. The automated system would include the replacement of the Access Determination Geographic Information System (ADGIS) MapObjects Application, which works in conjunction with an MS Access 2000 database. Since ADGIS was developed with ESRI's MapObjects, which is not a WisDOT supported product, conversionto an ArcIMS based interface will be necessary. The deliverables for Phase-1 include all project documentation, required by the WisDOT IT project management process, associated with; the database design, data conversion, data modeling, migration of existing software, and migration of existing applications that work with the current ADGIS. The consultant, referred to below as the Project Leader or PL, shall perform the following in the execution of this contract:

Must have good Project Management skills in SAP needed to gather and develop all assigned operational business process requirements for IBM's World Wide PCD ISC Solution Delivery. Must be capable of Identifying end user community and business process stakeholders establish effective ongoing communication and leadership across an integrated World Wide Team. Must be able to Integrate SAP developed business processes across all functional areas as required. Must be able to represent PCD ISC Solution Delivery as liaison to business process related corporate release initiatives. Must be able to provide PCD ISC Solution Delivery requirements as appropriate for integrated applications. Must be able to represent PCD ISC Solution Delivery for process related SAP Corporate Data Standards CDS activity. Responsible for performing assigned project management activities, which include identifying team work items, estimating resource requirements, tracking plan vs. actual metrics. Demonstrate Leadership in Education development activities as the Subject Matter Expert SME for all assigned processes and projects. Demonstrate Leadership in ASCA compliance activities ensuring certification for all assigned processes. Demonstrate Leadership in appropriate SAP testing phases of the project. Identifying all issues gaps, alternatives, process, changes, and or IT development solutions. Must achieve exit criteria requirements for all phases of the process. Support Post Implementation activities as required. Effectively communicate project status to team project leader and management as required.
